acreage tax on land, fairly and impartially adjusted, and it would give me much satisfaction to hear that some such measure had been carried through the Legislature. Government is, after all, a science. The rarest of all gifts are those which constitute a statesman. There are few heaven -born legislators. England herself only produced one. It is idle to suppose that any man desirous of being a useful and efficient representative can take up politics and lay them down just as the humor seizes him; hard study, united to deep and earnest thought, are inseparable from a useful political career. The great lack of the colony consists in the absence of a set of men of leisure and education, who can and will give themselves up to, and make a political career their vocation; and it would be well for constituencies to encourage and foster the growth of such a political caste; for it becomes every day more and more evident thaVuntil the colony can produce a supply of such men, it will be simply impossible to work Representative Institutions either with success, or with satisfaction to the people. Necessity, not choice, takes me to England; and looking, as I do, upon New Zealand as my future home, I shall still feel the deepest interest in its welfare; and should I not return to take my seat during the next session of the Assembly, I shall not neglect the opportunity of giving a close attention to politics upon a larger and more extended theatre, so that I may be able to offer myself as a better qualified, and more efficient member to represent the important district of Waimea __.a future Parliament.
