ENGLISH NEWS.
There has been a large remission of taxes in England. The budget of the Chancellor of the Exchequer shows a decrease in the estimated revenue of 1866-7, amounting to three million sterling, which is the result of the abolition of existing taxes. There have been great popular meetings in Manchester, Eochdale, and Liverpool, in favor of parliamentary reform. Earl Russell had held a meeting of the liberal members of the House of Commons, for the purpose of discussing the prospects of the Reform Bill, and the result was that Ministers were enabled to calculate on m expected majority of 20 votes on the second reading. Earl Russell hopes also that, in addition to the bill giving an extension of the franchise, a measure for the redistribution of seats will be passed this session. The Fenians. — The sudden suspension of the Habeas Corpus Act struck consternation into the Fenians. Fourteen hundred American officers left Dublin in one night. Preparations for sacking Dublin have beeu discovered, and this intention was only frustated by the promptitude of the Government. Considerable excitement exists in Canada in consequence of the Fenian movements in the United States. The Canadian Government have called out the Volunteers in order to be prepared to resist the threatened invasion of Canadian territory by the Fenians. The British West India Squadron with all available troops had sailed for Halifax, N. S. THE CONTINENT. The relations between Austria and Prussia are very critical. Both powers disclaim all hostile intentions; but both continue their armaments. Austria has proposed a European Congress to consider tbe questions iu dispute. Prussia proposes a German Parliament. Austria made a formal demand on Prussia to withdraw the order for the mobilization of the Prussian troops; and Prussia has refused to comply with the demand. It is rumored that Prussia and Italy have entered iuto an alliance offensive and defeusive against Austria. The Emperor Napoleon has decided that the French troops shall leave Mexico within twenty months.
