PROVINCIAL COUNCIL.
Thursday, May 3. The Speaker took the chair at 5 p.m. The minutes of the last meeting were read and confirmed. MOTIONS. Mr. Kelling moved, That in the event of the Government of the Colony sanctioning the alienation of the Waste Lands of the province for constructing a railway between the City of Nelson and the West Coast as proposed in the liesolutions passed by this Council, on the Ist instant: his Honor the Superintendent lie respectfully requested to take sucli steps as he shall think best calculated to bring the scheme under the notice of Capitalists who may be likely to view it favorably; and this Council pledges itself to cover by vote any expense the Government may incur in endeavouring to carry the Resolutions referred to into effect. He doubted not. the Council had every confidence in the judgment with which the Executive would act in the matter. Mr. Baigent seconded the motion. The resolution was carried. Mr. Mclluhon moved, That his Honer the Superintendent be requested to advise the General Government to place on the Estimates the sum of 40/, for the purpose of procuring the services of a competent person to act as Clerk to the Bench of Magistrates at Motueka. He said he was sure the Council saw the necessity of having a competent person at the place in question. Mr. Parker seconded. The Bench of Magistrates had repeatedly asked for a clerk. Mr. Dodson feared the sum would not be sufficient. Motion passed. Mr. Parker moved, That the Cattle Trespass Bill be recommitted, to enable him to move the following amendments, viz.: To add to Clause 1, "and no damages shall be summarily recoverable in respect to cattle trespassing on unfenced land, or on land not substantially fenced, except under the provisions of this Act. In Clause 6«, to strike out the words after the word "by " in line 6, to the word "to " in line 9, and insert the words " the evidence of at least one competent ■vduiess." He showed the first clause was necessary, to prevent the magistrates from acting under several different Acts. Mr. Gibbs seconded. The House went into committee, Mr. Kingdon in the chair. The amendments were agreed to, the chairman reported progress, and the House resumed. The Provincial Solicitor moved the second reading of the Buller Reserves Administration Amendment Act. The bill was read a second time, on the motion of the Provincial Solicitor, seconded by Mr. Burn. The House went into committee, Mr. Parker in the chair, to consider the bill. MESSAGE PROM THE SUPERIXTENDEKT. The Speaker announced the reception of Message No. 17, transmitting a draft of the Appropriation Bill, in accordance with the provisions of the 25th clause of the Constitution Act. The Chairman of Committee on the Buller Reserves Bill reported the bill with amendments, and the House resumed. APPROFIUATrOJT BILL. On the motion of the Provincial Secretary, Standing Order 28 was suspended, to allow the Appropriation Bill to be read a first time. Several notices of motion -were given, and the House adjourned at 7 o'clock.
