Major-General Carter, Chief of tho Staff of the United States Army, declares; that 32,000 trained Japanese loidiers have been smuggled into Hawaii since tho Russo-Japanese War. The United States Government, realising the danger, has taken steps to send 13,000 troops to the islands. "Tho Japanese now in Hawaii," remarked •Major-General Carter, "are not enlisted in the Japanese Army, but they are all experienced soldiers. The Oriental can do anything ho pleases in Hawaii without attracting the notice of the War Department."
