Tne day after the last meeting of tha -' Bureau and of the at any rate temporary settlement of the Franco-German difference, Kaly declared war against .Turkey. This aggression, big -with dangeral and fresh conflicts, has been qualified everywhere -as an act off outlawry. The Bureau, deciding on Septembeif 23, 1911, that it was necessary and! urgent to take over the management of the movement against war, realised that the necessity of its resolution waa confirmed by facts. We were not among thos© who lost sight of the mistakes made by the Young Turk Government. The labor class in particular. has had cause to complain of a legislation which clogs the exercise of the right of coalition, and at the Congress of Copenhagen, all the reports coming frbin Turkish organisations pointed out the nefarious effects of tlie anti-labor policy. But the International had still atf 'essential interest, in preventing and stopping all ihe armed conflicts in proportion to the forces of the proletariat, and for the defence of this interest, .the International Socialist Bureau haa reserved the duty to -'intervene, especially when the labor classes directly concerned are, as.in Turkey, too weaK ; to , act. efficaciously., .or, as in Italy, have! only made a demonstration that many.comrades have judged ■ insufficient and; that which is stili more serious, some partisans of the government of M. Giolitti's imperialist .policy have, been found in their ranks.., In: ; the. case in. question, the proletariat may not have either two opinions or two policies. Their action! against war must be SINGLE. Starting from this point of view, w« must endeavour to lull the actual coa« flict and prevent new omes. We therefore declare that we are fighting at' the present moment all views, whatsoever be their nature and whencesoever they come, whose object might be ix>* profit by tlie expedition against Tripoli to favour a policy which could provoke a. flare-up in the Balkans■: There- are not two interpretations to the resolutions of : -Copenhagenof. Stuttgart. In case of war breaking out, nevertheless —and such is the case—the Labor parties, their representatives in Par-* liaments and the International Bureau, "have the duty to take steps in order, promptly to stop it. 3 ' We . remind our comrades of Italy and of Turkey of this paragraph, of the resolution of Stuttgart, as well as those of Bulgaria, Servia, Roumania, andl Greece, without excepting the Socialists of other European countries of high! developments, where conflicts seem' latent. It results from the present situation} that it is of vital necessity to organise, with tlie aid of the affiliated parties and as soon as possible, international meetings, in accordance with the resolutions of Zurich, Already our Dutch; comrades have anticipated our appeal and have declared .themselves ready to' organise a big demonstration. _We hopel that very shortly all the national sections of the Labor International will follow this example, and answer our appeal, so as to give, to this demonstration all desirable glory. We proposes to you to organise meetings, to bo presided over! by members of the! 1.5.8.,' for one and the same day, November 5, for instance.
