AMERICAN ELECTORAL REFORM.

Politicians must Publish thetr Premises to the Public. A drastic measure has passed the preliminary hearing of the U.S.A. Senate, almost Avithout dissent. It requires that the candidates for both Houses shall publish all the promises made by them to secure election, and the utmost expenditure permitted is 10 cents per capita. It Avas pointed out that this Avould legalise a New- York candidate spending £40,000, and accordingly an amendment fixed the maximum expenses at £1000 for the Senate and £300 for -the Representatives.
