ried that when a few months ago Mr Mackarnesis, an ex-Liberal M.P., publushed a pamphlet containing extracts taken from the report of a Royal Commission on the causes of Indian unrest, the Liberal Government proscribed it as "seditious" and compelled its withdrawal from circulation.
