Finland and Peace Offer
Received Sunday, 7.30 p.m. NEW YORK, March 18. President Roosevelt’s and King Gustav’s (Sweden) messages urging Finland to seek peace, created a found impression in Helsinki, says the New York Times’ Berne correspondent, who has reported that the majority oi Finns are now shifting towards acceptance of the Soviet terms because they are inclined to consider Presidenl Roosevelt’s and King Gustav’s messages as a moral guarantee for Russian good faith of a type hitherto lacking.
