According to a reliable Latin-Ameri-can diplomatic source it ia absolutely certain that Chile will break off diplomatic relations with the Axis after President Rios' return from the United States, says the Rio De Janeiro correspondent of the United Prese of America. President Rios firstly desired to obtain certain fundamental guarantees from the United States, also an understanding with Latin-American Governments.
