Received Monday, 7.30 p.m. NEW YORK, Dec. 31. The assistant Senate Republican leader (Senator Warren Austin) is urging an amendment to tho Neutrality Act to exempt "republics such as Finland, which aro the victims of an aggressor." It has become clear that an ideological idea is involved. That was not the case when the Neutrality Act was considered. Ho said lie heartily favoured lending Finland 50,000,000 dollars, tho sum which the Republic is reported to be seeking for munitions. Senator Austin added: "The United States is on the defensive in tho present situation. It is as great a danger to have Russia coming across Finland towards us ns to have Germany come across France. * ’
