PAN-AMERICAN COUNTRIES CANNOT AGREE Received Tuesday, 7.20 p.m. MONTE VIDEO, Dec. 25. It is officially stated that, although Uruguay adheres as a matter of principle to tho Pan-American declaration, her protest of last Saturday made important reservations in the text, the nature of which will be announced later. Well-informed circles understand tho reservations concern sanctions, which aro still the subject of consultations. Tho original text was prepared by the United States >Stato Department, but Senor Cantilo considered it was too vague and suggested diplomatic sanctions to make the protest more vital than a formal diplomatic protest. Argentine proposed the internment of all belligerent warships arriving at American ports after violation of the neutrality zone. Efforts to include this proposal in the text threatened to delay the protest too long. Uruguay agrees to Argentine’s general idea of sanctions, but wants a distinction between belligerents raiding commerco and protecting commerce. Bolivia, which has no sea coast, opposes any sanctions. Others feel that Uruguay’s proposals are tantamount to American support of the Allies. This point is now tho issue of the consultations among foreign Ministers. The nature of eventual sanctions depends on tho reconciliation of the divergent viewpoints.
