TRADE PACT SIGNED LONDON, Dec. 22. The Bucharest correspondent of th, British United Press, commenting of the pact, declares that diplomats be lieve that the recently-reported Germai ■pledge to guarantee Rumania's borden against Russian invasion is genuine. The Bucharest correspondent of tht New York Times states that the new exchange rate will enable Germany t( buy Rumanian goods 22 per cent, cheap, er, giving her an advantage over Brit ain and France in competition for Ru> manian oil and wheat, and reducing th< German debt to Rumania by 132-millior lei. It is likely that German export to Rumania will suffer unless adequate compensation is arranged. It i; beleved that Italy will benefit most.
