RESTRICTIONS ON IMPORTS OF ENEMY GOODS

The importation into New Zealand from neutral countries in Europe of goods that have been grown, produced or manufactured in enemy territory is prohibited, except with the consent of the Minister of Customs, by the ImCertificates Emergency Regulations published in the Gazette issued last evening. For the purpose of the regulations goods are to be regarded as having been grown, produced of manufactured in enemy territory if more than 25 per cent, of the cost of them to the manufacturer is due to material and/or labour of enemy origin. A certificate of origin and interest must accompany goods from neutral countries in Europe. It will be necessary for this certificate to contain a declaration that the merchandise concerned has not come from an enemy country, and that no person of enemy nationality or associations has any interest in the merchandise. Goods which have left the country of exportation before January 1, 1940, are not affected by the regulations. They are not to apply to any goods of which notice is given by the Minister in the Gazette.
