No such declaration has reached Holland through ordinary diplomatic channels. Hitler’s speech similarly referred to Belgium, but the Morning Post’s Brussels correspondent says no direct proposal has yet reached the Belgian Governmc"‘ In any case Belgium will not consider returning to pre-war neutrality which it is pointed out ceased when Germany violated it in 1914, and it will not bo revived.
