British Endeavours For New Locarno

NATIONS’ REPLIES AWAITED. (British Official Wireless.) RUGBY, Feb. 3. The position of the negotiations for a new Locarno agreement was outlined in a House of Commons answer by the Foreign Secretary, who recalled that on November 6 his Majesty’s Government had addressed a Note to tho other Governments concerned which contained a comparison of the views expressed by the five Governments on certain questions in respect of which preparation was considered to be essential before the conference met. On November 19 his Majesty's Government had addressed a further Note to the other Governments giving its views as to how tho various opinions expressed by the five Governments on this question could best be reconciled, and inviting the views of tho other Governments on this question. On December 19 his Majesty's representatives at Berlin, Brussels, Paris, and Rome were instructed to inquire whether the respective Governments expected shortly to be able to reply to the British memoranda. Mr. Eden added that the French Government had replied on December 19, but that no reply had yet been received from the Belgian, German, or Italian Governments. Answering a supplementary quostion suggesting further requests for replies, Mr. Eden said: “It is just as much in their interests to answer as in ours.” In another reply, the Foreign Secretary observed that tho Gorman Chancellor on March 31 last did not propose any immediate general negotiations other than a new security agreement for Western Europe between the Locarno Powers. Mr. Eden added the comment that, as was indicated in the communique of July 23 last, it had always been the expectation of his Majesty’s Government that progress in the negotiation of a new Western agreement to take the place of the Treaty of Locarno would lead to widening of the area of discussions so as to include other problems a solution of which is essential to the peace of Europe.
