PENALTIES FOR OVERLOADED SHIPS (British Official Wireless.) Received Tuesday, 9.50 p.m. RUGBY, Feb. 2. The Commons to-day agreed to the second reading of tho Merchant Shipping Bill tho objects of which are to impose penalties for allowing a ship to go to sea with tho load line submerged and to bring fishing boats within the scope of. tho Board of Trade regulation tor safety appliances.
