REFERENDUM DEMANDED IN AMERICA. Received Tuesday, 9.50 p.m. WASHINGTON, Feb. 1. Replying to reports that President Roosevelt intends to submit to Congress a statute embodying essential changes in the Constitution to enable him to overcome the Supreme Court’s opposition to the New Deal, Mrs Borah in a radio speech demanded that tho Administration appeal directly to the people. Strong central powers were needed to carry out the programme. Instead of tampering with the courts or some other method Mrs Borah urged the Government to submit a constitutional amendment and let the people decide. She asserted that only the people had a right to settle a dispute between tho judicial and legislative executive branches of the Government.
