MEETING COST OF REARMAMENT United Press Association—By Electric Telegraph.—Copyright. Received Friday, 2 a.m. LONDON, Jan. 28. Sir Robert Horne, in a speech in Staffordshire, predicted that there would be a five-shilling income tax. Even then a large rearmament loan would be necessary.
