PRESIDENT ROOSEVELT HEADS HUGE RELIEF ARMY.
FUTURE FLOOD CONTROL. NEW YORK, Jan. 27. The work of relief is centred at Washington, where President Roosevelt is in command of 71,000 Federal relief workers of every kind centred in the flood area. The President has allotted DOO,OOO dollars to be immediately available from the conservation funds to rescue work and Congress is prepared to rush through a 700,000,000 deficiency measure, all of which could be used for restoration in the area, which is already estimated to have suffered 300,000,000 dollars damage. Congressmen from the flood area began consideration of the long-mooted flood conservation scheme, which would provide 1,200,000,000 dollars for tenyears construction of huge reservoirs to master the destructive waterways. Army engineers are finisTfing plans for a system of 1600 flood-control reservoirs over the entire country, costing 8,000,000,000 dollars. Offers of private aid are continuing from all parts of the nation. In New, York City aldermen were called to coneider a 250,000-dollar appropriation for the devastated areas. Chicago is concentrating on tho shipment of drinking water in railway tank cars, four of which, carrying 10,000 gallons, left today. From as far north as New England marine equipment is being dispatched and Red Cross contributions are mounting. The goal is now 10,000,000 dollars.
