WILD DISORDER BEHIND REFORMATORY WALLS. United Press Assn.—By Electric Telegraph.—Copyright. Received Tuesday, 12.15 a.m. WASHINGTON, Jan. 25. Wild disorder prevailed inside Frankfort Reformatory walls during- the night. The din of the rioting prisoners coula he heard several blocks away. Troops patrolled the outside of the stockade helpless to do anything about the chaotic conditions inside, the extent whereof could only be guessed. Those outside constructing an outdoor prison camp, continued during the night, emergency workers stringing a barbed-wire fence after the State Health Commissioner had issued the statement: “It is cruel and inhuman to confine even the most hardened criminal therein.” One railway line is left open as a link with Louisville north. Many trains left during the night crowded with refugees who did not know where they were going but not earing so long as they could reach safety. The city manager at Cincinnati has estimated that the homeless number 60,000. He has issued a proclamation putting the community on a Sunday basis and closing all industries and business stores except pharmacies, restaurants and groceries. Much of the residential portion of the city is situated on high hills and that is the reason the number of homeless is not higher. Many restaurants have announced that they would serve food to refugees free as long as the supply lasts. Although cities and towns along the Mississippi river are not seriously affected, the Ohio area has reported that residents on several large islands in the Mississippi have been marooned without food for several days. Relief officials are planning to ,rush food and assistance by boat and ’plane. At Huntingdon, West Virginia, a gasoline engine in a motor boat rescuing a family from their flooded home, burst into flames and a small girl and her grandmother were burned to death. Two others were gravely injured. The child’s arms tightly clutched a pet dog which was also dead.
