COMPREHENSIVE RESOLUTION FOR SENATE. United Press Association—By Electric Telegraph.—-Copyright. Received Sunday, 9.20 p.m. WASHINGTON, Jan. 23. Senator Pittman has introduced a resolution which will require the President not only to place an embargo on shipments of arms, munitions and implements of war from the United States to warring nations but also any other articles and materials the President deems necessary, thus raising tho subject Congress has Jong been dreading since cotton, copper, oil, steel, automobiles, grains—in fact, nearly everything a nation might require in any quantity—might be deemed materials of war. Senator Pittman said the resolution was intended to replace the one which expires on May Ist. He said it embodied his own ideas but had been discussed frequently with tho State Department. He intends to send a resolution to the President's department immediately for their study.
