OUTLAWRY OF WAR NOTE. (By Electric Cable-Copyright.] (Aust. and N.Z. Cable Association.] (Received Tuesday, 7.20 p.m.) WASHINGTON, Fob. 27. The State Department has handed the French Ambassador a reply to M. Briand’s note of January 21 on outlawry of war. The text is withheld but it is understood it urges the French acceptance of the American proposal for a multi-lateral treaty.
