The agreement of Mr. Hall with Mr. Swanson is strictly formal, and was inifci-. ated by the Premier, specifying the lines of railwaj's to be construced and the other public works to be executed. The Ere.mier at fhwt denied its existence, but when brought to bay, would not consent to its production.
