RUSSIA.
Fears are entertained that the Merve forno have met with disaster. Wheat exports are diminishing enormonsly, and foreign import* increasing. The Government proposes to surrender Kuldji to China, if tho Chinese make certain concessions favorable to Russia. The treaty for cession will probably bo signed this month. The Chinese have 100,000 men and 100 guns available m case of war. The Volunteers fleet subscription at Sfc Petersbury closed having reached 3,000,000 roubles. Nihilist head quarters have been removed to Kief.
