TO THE ELECTORS OF ALAJNA WATU. Gentlemen — I have already announced my intention of becoming a candidate for the honor of representing you m the General Assembly, and as the dissolution of the present Parliament is now a certainty, I hasten to plate before you briefly an expressipn pf my view*. 1 am m favor of such an extension of the suffrage as will give a vote to every m.an who has given, a gq^rantee pf h^s intention to make QoiP^y his hqme, and I am an advopftt§ of Trienni^ Parliaments, but I pbjscfc to, the distribution of representation, on a purely population basis^ u^nless tfee towns more heayily hftndicaped than they a,re ujider the proposals, of. the pyesepfc (jrovernme^t. With our general revenue^ s0 rapidly increasing asjit'is proved to do, I am of opinion that a.n energetic and economical administration should make both ends meet, b^t if further taxation is inevitable it shftuld take the form of an ' income and prpperly tax. lam altogether opposed, tP the lans tax as be ing an unfair b^uythen on one class of property, spec^fe injurious to the farming interest, $nd tending to keep capital out of the country. The remission of the duties on grain and timber I regard*as a grave n^sjja^e, aad as a, serious blow to tho&e two most important industries, of the Colony Tjjhjph, employ tho largest amount of labor m proportion to tho value pf their products. The gradual extension pf the Public W.orks Scheme, by means pf further i loans carefully expended m the development of our great natural resources, is to my mind essenjfeiaji to the prosperity of the Colony. 1 shall, strenuously advocate the immediate commencement and vigorous prosecution of the West Coast Pail way simultaneously froa Wellington and Palmerston. I shaff also urge that the Ota/na^hapHp, Block be made accessible through the Eiwitea settlement ; and, with regard to all lands which may be now or hereafter m the hands of the ' Government for sale, I sfeall earnestly j endeavor to e.s&hljjSH. the principle that they be opened by.roads before sale, and that a large proportiPn be di&ppsed of , on the fief erred payment system. i > I can aj>pea^ with confidence to my i career during a residence of 25 years I among you as a sufficient guarantee, tha£ if ypu^ (Jo me the Jjoqcuj. to select me as your representative, the power placed m my hands will be actively and unselfishly exerted for the furtherance of^aj&such measures as will tend to the general prosperity qf the Colony, and the sub stajutiaj. p^pgress pf that important sectipn of it m whi«h I, m common with yov^all^am more immediately I concerned.
