Mr. Gladstone delivered a splendid oration at Chester, m which he fiercely denounced the Government. — August 21. AFFAIRS IN TURKEY. Turkey is virtually insolvent, and large arreais are due to the army. The War Office has been Closed, as the employes hot having been paid for some months, refused to work any longer. Mblbottbnb, Thursday. THE COMMERCIAL BANK; The shareholders m the Commercial Bank have resolved to issue 100,000 new £10 shares, thus increasing thetnnt*^ capital to £2,000,000.
