Gentlemen— = I have already announced my intention of becoming a candidate for the honor of representing you m. the General Assembly, and as the dissolution of. the present Parliariient is now k certainty, I hasten to place ' before' ! you . briefly an exp'ressioii' of my views; -,'■'. I am m favor of such an extension of the suffrage as will give a vote t° every man Mho has given- a- 'guarantee of liis inter.tipn to, make this Colony his home, and -I am an advocate, of Triennial Parliaments, but I object to the distribution of representation on a' purely ijopulatiori basis, unless; the towns are 'more heavily handicaped than they are under the proposals of the present Government. With bur general re venue, so rapidly increasing as it is proved to do, t arii of opinion that au energetic, aud economical administration sho»ld: make boih ends meet, but if further .taxation is inevitable it should take the form of an income arid properly taxi' Jam ,al together opposed to ; the. land ta.v as be; ing an unfair burthen on. 'one class of property, specially injurious to the farming interest, and' tending to keep capital out of the country. The 'remission of the duties on grain and timber I.regard as a; grave mistake, aad as a serious blow to those two. most important industries of the Colony which employ, the largest amount of labor m proportion to tho value of their products. The gradual extension of the Public Works Scheme, by means of further loans carefuUy expended m the development of our great natural resource's, is to my mindessential to the prosperity of the Colony. 1 shall strenuously advoaate the immediate commencement and ' vigorous prosecution of the West Coast Paiiway simultaneously from Wellington and Palmerston. I shall also urge th^t tho Otamahapaa Block be made accessible through the Eiwitea settlement ; and, with regard to all lands which may be now or hereafter m the hands of the Government for sale, I shall earnestly endeavor to establish the principle that they be opened by roads before sale, andthat a large proportion Ua disposed clou the deferred payment system. I ca.n appeal with confidence to my career during a residence of 25 years, amoug you as a sufficient guarantee, that if you do me the honor to select me as your representativei the power, placed m my hands will be actively and unselfishly exerted for the furtherance oE all siyjh measures as will tend to the general prosperity of the Colony, arid the substantial progress of that important section of it m which I, m common with you all, am more immediately' concerned.
