Gentlemen, I beg to inform you that as there is likely to be a, vacancy m the representation of this County m the House of Representatives, I am a Candidate for your suffrages. As I will address the electors m the TOWN HALL, Palmerston, on WEDNESDAY NEXT, I will merely make the announcement of my candidature. Gentlebien, — I have already announced my intention of becoming a candidate for the honor of representing you m the General Assem.bly^ and as the dissolution of the present Parliament is now a certainty, I hasten to place before you briefly an expression of my vie^s,. I am m favor of such an extension p£ the suffrage as will give a vote t° every man who has given a guarantee of his indention to make this Colony his home, and I am an advocate of Triennial Parliaments, but I pb|eQ^ to the* distribution of representation on a purely population basis, unless the towns are more heavily h,a,nd.;caped than they are u^der the proposals of the present Government. With our gen,ei*a\ revenue, so rapidly increasing as it is proved to, do, I am of opinion that an energetic and economical administration should m&ke-both ; ends meet, but if further taxation is inevitable it should take the form of an income and property tax. lam altogether opposed to the land tax as be" ing an unfair burthen on one class of property, specially injurious ta the farming interest, and tendinj? to. keep capital out of the country. The remission of the duties on grain and timber % regard as a/grave mistake, and as a gerious blow to those two mps,t important induces pf the Cpkray which employ the largest amount of labor m proportion to the value of their products.. The gradual extension of the Public Works Scheme, by means of further loans carefully exj^ended;in the; development of our great natural resources, is to my mind essential to the prosperity: of the Coloay, - 1 shall strenuously advocate the immediate, commencement and vigorous prosecution of the West Coast Railway simultaneously from, Wellington and Palmerston. I shall also urge th,a£ the Qtamahapaa Block be made accessible through the IQwitea settlement ; andj j with regard to ali lands which may be j now or hereafter m the hands of the Government for sale, I shalljtearnes tly endeavor to establish the principle that they be openqd;by roads before sale, and that a large proportion be disposed of on the deferred payment system.
