Movday, August 4, 1879. The usual monthly meeting of the Manawatu County Council, was held m the Council Chambers, Foxton, on - Monday. Present :•— Councillors Macarthur. (chairman), Halcombe, Kebhell. Linton, Rock■trow, Gower, Sanson, Loudon, and Cam . MINUTES. ■ . ' . ■ The minutes of the previous meeting were read and confirmed. COBBESPONUENCE. the beach koad. Letter from Ihakara Tukowaru, stating that he had been called upon to fence the beach, and though unwilling to obstruct the road he would be compelled to hang a gate across it. It was agreed that the Chairman be requested to write a reply, advising that a gate should not be hung, but that dogs should be employed. OBSTBUOTIJTG THE VOXTON- WAIKANAE BOAD Letter from Kawina Hunia, denying report that he had obstructed the FoxtonWaikanae road, and alleging that the • obstruction was caused by inferior Natives at Muniopoko, OTAKI FBBBT BE3EBVB. Letter from Mr. W. Udy, stating that he was desirous to know whether it was still the intention of the Council to demand £30 per annum as rent for the Otaki Ferry Reserve, and also to recommend that £30 be paid for a license for the Ferry-house ? The letter proceeds : — " I notice there is- exceptional treatment with reference to ferryhouses on this coast. Why it is so will have to be answered some day by the members who misrepresent the interests of this riding ?" It was resolved on the motion of Councillor Halcombe, seconded by Councillor Carr— "That Mr. Udy's letter be not considered, on the ground that its contents are couched m language disrepeutful to this Council. HOSPITAIi PATIENT. Letter from Councillor Linton, stating that he had sent a patient from Taonui to the Wanganui Hospital. THE INLAND BOAD. Letter from the Chairman of the Hutt County Council, enclosing the following resolution which had been unanimously passed by that body, and requesting .the Council's co-operation m the matter. " That m the opinion of this Council it is expedient that the member for the Hutt Electoral District m the General Assembly, endeavor to get provision made for the further prosecution of what is known as the Mungaroa to Waikanae line of road, and. the Manawatu County Council be re-, quested to invite their member m tlie Assembly to co-operate. This Council is also of opinion that as the sum of £800 has already been provided and expended by ' the Government m prosecuting this impor-] tant public work, renders it imperative that further provision should be made by Parliament m the ensuing Session ; and that! the Chairman communicate .with the Hutt member, and the Chairman of the Manawatu County Council forwarding copies of this motion." , Councillor Haicombe moved— "That this Council is prepared to co-operate with the Hutt County Council m the endeavor to procure a s grant from the Assembly for the' purpose of completing the Mungaroa to Waikanae road line." Letter from the Secretary of the Foxton and Sandon Railway Company, depositing the plans and papers. Councillor Rockstbow drew attention to the fact that on the map the line was re-/ "presented as running along the centre of the road. , ..'-.■ The ChaibmAn said that lie had understood from the Engineer that the line had been laid off on the 1 side of ] the rpad. ■!'"' The Engineer confirmed the statement. Councillor Rockstbow wished to point out that m the absence of other official record, there was nothing to prevent the line being clirried along the crown of the road formation. . y. : J Councillor Sanson explained that the map having been - drawn on a scale of ten chains to the inch, the railway line would be only about the eighth of an itch, and it would be a matter of some little difficulty to draw it correctly until it had been pegged off. It bad been decided that the line should run along the west side of the road from Carnarvon junction to the bush at Mr. Campion's. " • Councillor Goweb suggested that until the line were pegged off it would be impossible to do more than had been done m (he map. * Councillor Halcombe thought that the map was only intended to give some idea of tbe lands affected by the proposed railway. Councillor Gowb'b.— Just so. Councillor Sanson said that it was not intended that the line should run on the crown of the road, except for a chain or two where it crossed the road. He thought, it would, perhaps, be better to pass a resolution on this point, and moved — "That, referring lo a resolution passed by this Council on the 27th of November, 1878, granting leave to the Foxton and Sandon Railway Company (Limited) to construct a railway on the County road, leading from Carnarvon junction to Sandon, thiß Council further agrees that the said Company may use either side of the road for railway purposes, provided the Company make proper crossings, and m cases where the formation may be required, a similar road be made by the Company for the use of the public. Councillor Goweb seconded the resolution. Councillor Rockstbow would like to be informed whether the Council had any legal power to grant leave to construct a railway on a road line. The CHAiBStAN said he did not know whether the Council had or had not the power. The promoters had asked leave, and the Council had granted it. Councillor Rockstbow would ask Councillor Sansonjto put a clause undertaking to, fence m the line. Numerous accidents had oc -urred on the Government line through its not being fenced, and he thought it highly desirable that settlers should npt be subject to the same kind of thing on this line. Councillor Sanson said he should do nothing of the kind. It would entail a heavy expenditure which.he was not authorised to incur. Councillor Haicom.be incidentally drew attention to the fact' that the map was signed by Mr. Hayns as Engineer, and not as tho Engineer to the Company, and, that m the other documents there was nothing to connect them w'th- tV Oompauy,' or as having the autho ity of the Company. Couno'llor Sanson said that the docu» ments had been nil attached together, and one of t'-em bore the signature of the secre-. tarv of the Company. They had been deposited at the Company's own risk. With regird to Councillor Sanson's resolution, he could only say that the manner m which the previous resolution granting permission had been passed, on the 27th Novemher last, showed him (the Chairman) that lie wu justified m making the remarks he did at the time— that it was special business and notice of motion should have been given, i The resolution was then pnt and carried. Letter from Palmerston Borough Council, enquiring whether it would not be possible to cause the sum paid by the collector of Customs,into the County Account, m error, to be refunded without delaying it until the next meeting of the County Council, The Borough Council had. learned that the payment had been delayed m conseqenceof an imaginary debt due to the County Council ,by_ the Borough Council for Hospital charges for James McEwan ; the fact being that the charges had been paid by the Borough, when properly speaking it was a County charge. The Chaibman explained the circumstances under which the Council' had decided, at its lost meeting, that the charges for McEwan should be deducted from, the amount to be refunded to the Borough. M'Kenaie, of Ashhurst staling that lie had been informed by the Engineer that he would] have to advertise a notice- of his intention to apply for a slaughtering license, for four weeks, and asking the Council to grant "him a license at once as the same was urgently needed. The Clerk was instructed to inform Mr. M'Kenzie, that the Council had no power to interfere, and that the Act must be complied with, APPLICATION. The Chaibman said that before proceeding to discuss the tenders for printing, he would read the follpwing letter which had just been handed m :— " Foxton, August 4th, 1879. " To the Chairman " Manawatu County Council. "We desire respectfully to bring wider your notice a matter; we deem of public importance.: We are informed that tenders for the printing required by the County, have been called, not, only from the uew B - pnper offices, but also from a jobbing office m the Borough of Palmerston. '.;]].,. "We would' point out that newspapers'in small districts like Manawatu, regard the | work received from th« local bodies as part of what they can depend upon, and that this has entered into our calculation m. starting our respective journals. Each of our jo u *- nals causes a large expenditure m the County every year, amounting together at the very least to £1,500 or £2,000 per annum, m the aggregate. The newspapersjare public inct'tutons,. doing, what lies m their power to assist -the progress : of the County and develope its resources. None of these things apply to a purely jobbing office, which no more assists the Count? than does » retail shop employing tVe same numVr of hands. L'he tender supplied by Mr. Dungan stated th.i 25 per cent, would be taken off when oider is above 300 copies. Greatly reduced rates were given by Russell Bros, when order was for 600 copies. A protracted conversational discussion ensued, and eventually ' ' • Councillor Linton moved — "That tha tender of Mr. Dungan for printing be accepted." Councillor Rockstbow seconded th* motion, which was then put and carried. ADVEBTIBINO. The Chaibman said that at their last meeting it had been resolved that tho.Counoil should, at its next meeting, go into com* mittee of the whole to consider tut question of advertising. Upon a motion to that effect being carried, the Council went into committee. Councillor Gowbb thought that all tha papers should advertise at • uniform rate. He quite agreed with the assertion tiat the papers had done the county ; a hvg# amount of good. He was m favor of continuing to advertise, at an equal rata, all round. The papers gave a large amount of time, and were put to expense, m reporting their proceedings, and he thought;they ought not to be" debarred making a living. ; . Councillor Linton could not see why they should ask newspapers to cut down their prices. -He should consider them fools if they did so. He would not do it himself if he had a paper. Ifthepaperr used uniform type and charged uniform rates, he. did not see why they could not advertise m all. He contended that advertising paid the County. It paid the tradesman to advertise his goods well, and it would pay the County to advertise their contracts. He was sorry to see a disposition to curtail advertising, as he felt sura they would loss by it. Councillor Halcombe considered it was was the duty of the Council to see that their>work was not over-charged. They might have uniform type'and uniform rates, but to make the advertisements of equal value they must have uniform circulation too, but the circulation was not so. Then again the papers might agree to charge a uniform rate, but it might be such that°th«. Council could not agree to. He thought the best course would be to appoint ». com* mittee to interview the representatives of the Press and see what concessions they could,' obtain. The Chaibman observed that it had been, , suggested that they should call for tenders. But there wag this difficulty connected with such a course. Councillor Loudon could not] allow tha matter to pass without saying a few words^ He was decidedly of opinion that the more publicity given to their advertisements the. cheaper they would get then? contracts done. Some advertisements it was true were of a. purely local nature, and need only be inserv ted m the locality to which such advertisements had reference. But all contracts forlarge works should be well advertised m aU the County papers. Advertising paid.
