; Consequent upon the late hour at which we received the Governor's Speech, we regret that we cannot give it m its entirety. Summarised, however, the main features of it are: — A Bill will be. introduced to amend the law relat ing fco electors qualified to rote at the election of membera of the House of Representatives 5, and a Bill to make pro-vi-»ian for the representation of the people m the General Assembly. This will be done by regulating the representation on a basis of population, and. introducing triennial Parliaments An income tax. is to be introduced with *he view of abolishing the duties on the necessaries of life. The system ef County arid local government is to be amended so that those bodies can borrow loans for works. of public importance 1 while it is also proposed to suspand the plurality : of voting m cases of eleetiona to local governing bodies, whilst those bodies are subsidised ; a Bill for the better management; of hospitals, and a- Bill to regulate the influx of Chinese 3 whilst a Rojal Commission has been appointed to inquire into the subject, of education.
