Tuesday, May 13, 1879, SPECIAL MEETING-. A special meeting of the Council was held on the above date, for the purpose of -receiving, the auditors' financial report for the last year. Present— Councillors Linfro_ (m the chair), Marsh, Jenssen, Fergusion,' King and Coleman. . After the minutes had been confirmed and correspondence read, the auditors' report was placed before the meeting, when Councillor Fbbotson moved, and Councillor Kra&secQnded-r" That tbe auditors' financial report, as laid upon- tbe table, be re:eiy#d and adopted." -^-Carried. A THE STATE OT THB BOADB. Several. Councillors spoke as to the necessity of lomething being done to keep tbe streets of the town m a stata of repair before the setting m of winter, and it was Propose? by Councillor Jenssen, seconded by Councillor>MAßSs— " T>at tbe Engineer .09 authorised to engpge the service* of a second man to assist iri Akeepeing the »treets m repair." ■— Carr iec I*.1 *. :-.. . A BNQINBEB'S *B?Q|IT. The. -following report of the Borough Engineer was then read: j— " Pahnerston North, May 13,1879, " To bis Wpwhipthe Mayer and Councillor* of the Borough of Palmerston North, " Gentlemen— Since my last report was furnished/ there has been a great deal of work carried out m the Borough. Tbe Square improvements are finished, except breaking a few stones and ra^nmirg soine^of the pests. T would. suggest the advisability of having the pbsts.painted with cue coat of mick red lead at Price. I have prepared plans and specifications for the drainage of certain portions of the Square. Tbefcraoatioriwatid Totalling with footpath of that part of Main street south, near LE. Warburton, Esq.'s, is ftiished m a satisfactory ; state, as also that pfotion of Main. street; near Te»-race-streetA :'• Collins is progressing with the repairs to Broad, Rankitikei, and Maii\ streets west. The footpaths" to Broad-street, is being pushed on with, and I would strongly urga the expenditure of say £1Q more on this street to crown up the road-fjroni.'^ table along the" whole length of the new footpath. This would add materially to, the appearance of A. tßis portion of the Borough, and .also by carrying the watertable to the kerb'ng arid to a. grade, the water will flow freely towawlatbe trap B. oT, the proposed drainage from, the Square." " I have prepiatred pla,ns and specifications for ' Ferguson and Alexander streets formation,' < Mani-strCet souths between Fita-i-ov nnd East streets,' for reducing the grade of Ma:n -street east^at the boundary of the -Br.rougb ', also, specifications for 'bushfellin? Ferguson and. Alexander streets,* a.rid t '* form a'tipri; and metalling- Albert and Duke ; streets.' x " To -make the improvements complete at Ferguson-street; I would suggest about five cha-'ns of Scaudia-street, at the Terrace, be fbrraecl} this would not entail a very large outlay. Atthe present tima it is with the greatest dfflculty a dray can be pulled up witb a comparatively small load. This; street might he formed 16 feet wide, along* the 5 chains as above mentioned; "I have to bring ander your notice tha neeessitv of employing a second man on the streets; during the winter months;, and would ask for your consent to my engaging one at ■ once. "T herewith forward attached a amaH account from "Rosenthal for £3, : for ; gravel supplied "ou streets m front of DeaTd't Hotel. The way it occurred is this :— While Rosenthal was filling m drain, Mr. Marsh requested him to place gravel on the top, instead of filling the whole of the ditch up witb stripping from gravel pit. Rosenthafc asked for payment (extra) from Mr. Marsh for same, which Mr. Marsh agreed to pay if I did not certify to same. This I cannot do, as I did hot order the metal to be placed ■> there, at the same time I must say that it is a great improvement,, arid worth the extra £3 charged by Rosenthal, and I would ask this Council to sanction the payment of the amount claimed. "The drain m Rangitikei arid Main streets west have been cleared out ; tha Mam-street west ditch requires deepening for about six or eight chains, as at the present time the water is dammed back.— l am, Ac., j •"If, J. HAis^i, " Engineer -to Borough." Councillor King- moved, and Councillor Fbbouson seconded— "That the sum of £3, for extra work don* m Main-atreet, be paid."— Camed. L BAILW-AY OBOSSINGS.
