MANAWATU COUNTY COUNCIL.

Mqndav, Mat 12, 1879. Owing to a delay m the arrival of the train, the sitting did not take place until close upon half-past two. Presjapt— Messrs. Macarthur (chair), ilalcombe, Sanson, Gower,*J^inton, Kebbell, Carr, and Rockstrow. When the minutes of previous meeting had been read apd confirmed, the CijAißarAN said that, m accordance with instructions received from the Council, he bad attopded, as delegate, a meeting of t^e wanganui hospital confebence. Councillor' Macabthub detailed at some length arrangements suggested by the delegates, and after some discussion, Councillor Sanson moved, and Councillor Halcombe seconded — "That this Council contribute an additional £100 towards the cost qf erecting a suitably hospital at the Borough' qf Wanganui, the Chairman to make the arrapgements with the Borough Cpuncil as to the time paf ients will be received from the Manawatu County, m consideration of- such sum, the term not to he less than tcp years." AN AGED APPLICANT. The Wellington Bepevolent Society brought before the Council the case of a woman named (""-race Clark, residing -at Otaki, who, it was stated, was ninety years of age. On the motion of CoupcillorßocKSTßOw, seconded by Councillor Goweb, it was resolved — " That the sum of 7s. 6d r weekly be paid to the Rev. Mr. M'Williams, for I Grace Clark, of Otaki, until the question of charitable aid is settled between the various counties and the Government, payment to i commence from the Ist January, 1879, but that the case should not form a precedent." | — Carried, ' BUSH -"ALLING. An application was received from Captain Mowleth, asking for a refund of £5 195., being amount paid by him for falling hush on road line m front of his property. The application was supported by Councillors Lintop, Kebbell, and Carr* but upon being put to a division, was lost. ; ' " EXCESSIVE POUNDAGE, A letter was read from Mr. Michael Too_er, of Halcombe, stating that a horse belonging to bim had been sold m the Fox. top Bound, and asking for the excess sum received over the poundage fees. Moved by Councillor Haioombe, seconded by Councillor Kebbell — " That on an affidavit made by Mr. Tooher tbat the horse referred to m his letter was his property, the. balance of £7 55,, now m the hands of the. Council, be paid to him." — Carried. BOILLNa DOWN. The application made by Mr. Easton, heard at a former sitting of the Council, and postponed for further consideration, was next dealt with, (fhe applicant asked that, m order to encourage the industry of boiling down, the half-penny per- sheep slaughtering fee should be, remitted. As on a preceding occasion;, the question was discussed at considerable, lepgtb, but eventually it was Proposed by Councillor Rocestbow, seconded by Councillor Sanson—'' That the slaughtering fee of one half -penny pej-.Bheep for boiling down be not remitted." — Carried. the countt bate. Proposed by Councillor Halcombe, se; conded by Councillor Linton — "' That it is tbe intention of this Conncilto strike a rate of one shilling m the pound for the Manar watu County, for the year ending 31st of March, 1880." As an amenpment to the foregoing, Councillor Sanson proposed, and Councillor ; Gowbb seconded — " That the Chairman give, the pecessary nptice that a rite of sixpence m the pound will be struck at the pext meeting of the Council, for the year commencing on the Ist of April, 1879." The, amendment was put to the meeting, with the following effect : — For — Councillors. Sanson and Gower. Against — Councillor Halcombe, Macarthur, Linton, Carr, Kebbell, and Rockstrow. Councdlor Halcombe then proposed, and Councillor Linton seconded—" That the requisite notice, be given that, at the next meeting of this Council, a rate of one shilling m the pound will be struck for the year ending 31st of _""arch, 1880, to be pay? able on the Ist of Jmie, 1879 • and that the rate book be open for inspection, according to the provisions of- the Rating Act."— Carried. TENDEBS ACCEPTED. The tender of John Aitken for FoxtopOtaki road was accepted, a& was also his tender for bush falling op the. road- marked G on the plan." Brightwell's tender for work on Boundary road, Palmerston (excepting twelve, culverts) was likewise accepted. WOBK TO BE DONE. Proposed by Councillor Goweb, seconded by Councillor Rocjcstbow — "That, tenders be called — to be m by next meeting of the County Council — for the formation of tbe rest of the road — about fifty chains — from the. end of Aitken's contract" to the bank of the Manawatu." — Carried, PONTON AND SANDON BAILWAV. Proposed by Councillor Sanson, seconded by Councillor Goweb— "That a copy of the plan, and book of reference of tbe proposed Foxton*'and Sandon Railway District be deposited with this Council, m accordance with Clause 4 of t'ae District Railways Act." — Carried. _O_TON-WAI_ANAB BOAD. A lengthy discussion ensued as to the necessity of the Government"! taking some steps to- complete, the' inland road from Waikanae to Foxton, when Councillor Kebbell moved, and Councillor Halcombe seconded — " That this Council do request the Government to place the sum of £12,000 on the Estimates for the next financial year, to enable the Council to complete the inland road from Foxton to Waiknnae ; and that the Chairman forward this r-f-solutiop to the. Government, and that the other West Coast County, and Borough Coupeib, be asked to assist." — Carried. ILLEGAL USE OF SUBBIDT. Councillor Halcombe drew attention to the fact that the. expenditure of a sum of money upon a punt for the Ohau, out of that voted by the Assembly for the construction of the, Otaki road, was a wrongful conversion of the vote. He would therefore move — " That, m the opinion of this Council, the expenditure by the Govern-? ment of apart of the vote of £3000, authorised by the Assembly for the construction of a -road from <*jtaki "p Foxtop^ «-m, a -ou^t ,

And this Council further respectfully protests against the appropriation of any of its fupds by the Government—without consulting this Council— as a direct infringement of its privileges.'- — Carried. r . Proposed by Councillor Kespell, secondedby Councillor Lin^qn— " That this Council requests the Minister of Public Works to cause a clause to be added next Session to the Public Works Act, empowering any County Coupcil to make bye-laws to regulate the width of tires «p vehicles without springs using the County o-r"Pis. T trict roads, and to impose penalties for the breach of such bye-laws ; and that the Chairman write to the Minister for Public Works, pointing out the desirability of such bye Jaws to |any or all the ridings within any county, as may seem flt to the Council thereof.'* — Carried. Proposed by Councillor Kebbell, seconded by Councillor Halpombb— "That the Clerk of the County Council be autho-* rised to take proceedings to obtain payment of the rent due from Mr. Udy to the Council for the occupation of the ferry-house at • Otaki."— Carried. The, estimates for the year 1880 were passed after some amendment, and the Council adjourntd until the first Monday m June.
