PALMERSTON BOROUGH COUNCIL.
WEDNESDAY, APEIL 7, 1879. Present— His Worship the Mayor, and Councillors Linton, Coleman, Jenssen, Ferguson, and Marsh. After the minutes of last general and one special meeting had been read and confirmed, the Town Cleric read the following OOKRBSPONDENCE. Prom the Town Clerk at Wanganui, stating that the Government was prepared to supplement any amount raised for the Wanganui Hospital, either for a new building, or for the enlareement of the present one, to the extent of £5000, nainelv,, ; £2,500 to b« raised by the 'boroughs and counties, and £2500 to be supplemented by the Government.; From the Borough Solicitor, Mr, ; filiot Warbur-toft, m reply to an inquiry as to (whether the borough could recover wises under ''The Rating A<jfe,,1876," stating that the Council should prpceed' under, that Act as amended ii% : J-S7B, except m either of the following cases .:— ' ' Ist. Where the rate was made before ■ ' 'the 31st October, 1876 ;or 2nd. Where the rate was for a period ending not later than the 31st March, 1877, His opinion was that m every case sales should be made under the Rating Act. From tbe Treasury, intimating that the sum of five shillings had been remitted to tbe credit of account of the Borough of 1 ?ftka?rstos 4 being fees for t»e*cb,eß of bye,.
laws collected during the month of March last. APPOINTMENT OF TOWN CLEBK. The Committee appointed to draw up a programme of duties of the Town Clerk handed m their report, which wound up with a recommendation that the services of Mr Keeling be invited, subject to the conditions imposed. Councillor Jekssen proposed, and Councillor Mahbh seconded— That the report, re duties of Town Clerk, be received and adopted."— Carried. Mr. Keeling was then asked if he would accept the position upon the terms imposed, and having replied m the affirmative, Councillor Coleman proposed, and Councillor Linton seconded—" That Mr. Keeling be requested to write to the Council formally accepting the office of Town Clerk, &c., and fixing upon a date upon which he could enter upon his new duties." Carried.' EEPORT OF FINANCE COMMITTEE, Gentlemen — We, your finance committee have the honor to report that we have considered the question of a grant to the Reading Room referred to us by the Council, and we would recommend that the grant be made for this year ; especially as the wording of the resolution referred to m the application for tbe grant has no doubt induced the Reading Room Committee to consider that an annual grant was meant. PUBLIC WOBKB BEPOBT. The report of the Public Works Committee was read, and referred back, m order to receive estimates for the various works. GBADING IN MAIN STREET. Proposed by Councillor Coleman, seconded by Councillor Linton—" That tenders be invited for grading on Main street East, as recommended by the Engineer." TENDEBS HEOEIVED. From George Keys — For lighting five lamps on the Square, from dusk to eleven o'clock, for six shillings per week ; and the one at Terrace End, at ten shillings. — Declined. From Henry Moffatt — For lighting and supplying all requisites for the town lamps at 4s. 6d. per lamp per week. — Accepted, BQUABE DBAINAGE. Proposed by Councillor Linton. seconded by Councillor Mabsh— " That the Engineer be instructed to prepare specifications for draininff the Square, and that tenders be called for the work immediately." — Carried. BUSH FALLING. Mr. Henry M'Neil waited upon the Council to ask them to fall their bush upon the Boundary road, m orde v to enable him to erect his fenr*e. — The matter was referred to the Public Works Committee. ACCOUNTS PASSED. Accounts to the extent of about £300 were passed for payment, and the Council adjourned after an unusually short sitting.
