PALMERSTON BOROUGH COUNCIL.
I Tuesday, October 22nd, 187& SPECIAL MEETING. A special meeting was held on Tuesdayevening, m the Town Hall. Present— Hi* Worship and Crs. Jenssen, Coleman, Fcrgu-. son, Walton, King, and Roe. After the minutes bad been read, and; confirmed, the Town. Clerk read the follow* ing letter from the Qouuty Engine* relative to THB BACBCOUfiSR BBSEEVB. " I hereunder forward a few suggestion* to make tbe Racecourse Reserve suited forracing and other recreation purposes. I be* lieve, with the expenditure as per estimates.^ furnished, it will be made the prettiest. ' mile course ' m New Zealand. Threes parts of the ground is not orally formed for> a racecourse k the other part* being bush would have ta be felled, carefully atumped, and ploughed. With a moderately small expenditure a part of the ground* could be prepared for Caledonian or other sports by* Christmas. There would be required 'other than the Park Road, on which bush ia being felled now,' about seven chains of sidling, and four chains of fiat road leading on tx> grounds ; also about fifteen chains of fencings .with one gate. All these would form a part of the more permanent work, i.e., theRacecourse proper. "Paik Road. — I should recommend a*, the lagoon which this road crosses twice, a. two-feet box culvert be placed at each cros-. sing, and embankment filled over- same.. Box culvert to be of 2in. and top of Sin* totara. I would also recommend, that tooroad be metalled at least twelve feet wide. - " Sidling. — An 18ft. wide road would be. quite sufficient, and graxel being so. dose I would suggest its being metalted the. whole, width, the four chains on to course 18ft. Road is quite wide enough, and alio should; be metalled tbe whole width.. "Fencing should be feur-rail, with v. strong iron gate at entrance to grounds. " Bush-felling. — .There art about fifteen, acres of bush and scrub to be felled, but I would suggest that a part of the scrub bs> left standing till other- trees could be grown to replace same. I "The ground outside bush will not bea costly job to have ploughed, harrowed, and sown down, it being, comparatively speaking, level. "The side of ground by Maxwell's requires fencing, and if Borough Council determines to lease the Reserve they should; insert a clause m the lease that no-other-than sheep to be grazed upon same, orotherwise the course would be cut up ia, such a manner that probably more- than, the rent collected would be required to. put course m order before a race meeting could be held. "I have furnished approximate estimates both for the whole work of RaceoGurse and* also for preparing ground for use by Christ* mas next, for sports." Cr. Ferguson moved, and Cr. Walton, seconded-?-" That the report of Mr Hay-nee* re Racecourse, be- received and adopted."-—. Carried. PABK SOAD. Cr. Coleman moved, and Cr. Jenssen, seconded — ;"TUat the formation of Park road be proceeded with- as recommended by, the Engineer." — Carried, The Town Clerk next read the BEPOBT OP PUBLIC VTORKB COMMUTE*;. j " We, your Public Works Committee, have ths honor to report that we have received tbe attached tenders for the work required m Boundary road and Yogel street, and we recommend that you should accept, that of R. E: Partridge, so far m Boundaryroad is concerned j but we suggest that the*, work m Yogel street be loft over for tha, present, as the street is not likely to be re*. , quired for tome time.. " We- would further recommend that you,; cause the Manawatu Highways Board to be informed o! your intention respecting theabove work,, requesting that Snard to have the said road formed and metalled, guaranteeing that this Council will defray the pertion of the cost of the whole work which: falls, to. its share m accordance with the, arrangement for boundaries provided, by the Act. " We also recommend for th* consio'eHK. tion of the Council the following works :—. An outlet to be cut from Gjrey street, at thejunction of Terrace street, to the creek, about twenty chains. To call for tenders, for necessary work m. Cuba street, provided, a fair amount is taken up m debentures. To, call for- tenders for forming cross, streets, a*; recommended m Overseer's report. T©> take steps for the lighting of the town. "We hare passed progress payments forGeorge street contract and. Borough Reserve>ciearing. " Fbits Jinbm* (Chairman), "Gbo. F. Rob." The following resolution was carried, afterwhich the report was received and adopted k — Proposed by Or. Ferguson, seconded by Cr. Kmg— "That the -bush -falling of Boundary road be postponed m the meantime, and that the Public Works" Commits tee take further steps m the matter, and confer with the Highways Board io respect to the work." Proposed by Cr. Ferguson,- Seconded by Cr. Coleman— " That >ha_ Public Work* Committee be appointed- to ascertain from the County Council if we can, and upon, what terms, secure /the • services of HrHaynes, if he be willing, for any surveying to be done within the Borough." — Carried. Cr, Coleman moved, and Cr. King seeon*. ded— " That the contractors for the front. ' fences, bo called upon to proceed with their contract without delay, otherwise thepenalt ties will be enforced."—^Carried. SQUARE IMPROVEMENTS. The Town Clerk stated that, m tocor* dance with instructions, he had communicated with Mr Walter Johnston, informing him of the contemplated Square improve-' meats, and. asking- him to obtain a promise from the Minister of Public Works thai a proper- station would be erected, and tha drain m the centre of the Square covered over, In reply thereto., he liad received the following : — "Sir, I have received your letter of the 16th instant, with enclosures . which I have handed to. Mr Macandrew, I trust he will see fit to'carry out the altera* tions on the railway line suggested m your . letter.
