PALMERSTON BOROUGH COUNCIL.
Wkdnesdat, October 2nd, 1878. PBESENTP. His Worship, and Crs. Roe, Jenssen, Walton, Ferguson, Coleman, King, Linton, and Marsh. Before the minutes had been read and confirmed, the four newly elected Councillors 6igned the usual declaration upon taking office. COEEESPONDENOE. From the Cleric of the Manawatu County Council, relative to license fees. — From the correspondence it appeared that there was still about £36 due to the Borough from the County Council. From Eliot Warburton, Esq., with opinion as to the mode of issuing debentures. From the Chief Surveyor, relative to the endowment of land to the Borough. From the liquidators of the Palmerstori North Public Hall, accepting the terms of the Borough Council, Bubject to a slight modification — namely that the time of paying the balance of the purchase money be reduced to the term m which the mortgage held by the Wellington Mutual Investment Society expires, viz., about eight years and a half, instead of ten. Cr. Linton pointed out that, by accepting the offer, the Cduncil would immediately come into the receipt of a rental of £45. Cr. Rob thought that the offer was one •which should be accepted, but as he was a shareholder, he preferred not to move m the matter. Cr. Ferguson proposed, and Cr. Walton seconded. — "That this Council accept the offer made by the liquidators for the purchase of the Public Hall." Carried v :animously. From Mr Thoma9 Goodisaon, relative to the late accident at the railway crossing. Cr. Linton, said he did not see how the Council could take cognisance of the matter, the collision was certainly nut the fault of the Borough,
Or. Cohsman said he believed the purport of the letter was for public safety, and with a hope that the Council would cause some steps to be taken m the matter, by way of fencing or otherwise. Cr. Ferguson thought the cure would be worse thnn the disease. In his opinion were the line fenced m, unless it were a high one, it would be nothing less than a trap for accidents to children. Cr. Eoe thought .it -was quite necessary that the line should be fenced, and instanced the fact that he was nearly losing a very valuable howe a day or two since. Cr. Mabsh was of opinion that a fence put through the town would be an eye-sore and a nuisance. The Chaibman said that there -was nothing m the letter about fencing, and he thought its consideration was entirely beside the question. Mr Goodisson was a ratepayer, and had a perfect right to bring before the Council whatever he might deem a nuisance. The Borough. Council were the guardians of the residents of the town, and , it was perfectly within their province, and m fact a part of their duty, to see their "rights guarded. Cr. Walton said that he thought Mr G-oodisson had good reason to complain. Before bringing the matter before the Council he had interviewed the Manager of the railway, but had been treated with conj tempt by that gentleman. If the Council liad the right — and he believed it had — he thought it should take action m the matter. Proposed by Councillor Linton, seconded by Councillor King- — "That this Council consider the grievance complained of by Mr Goodisson, is purely a matter between the Eailway Authorities and himself." \ Carried. I BEPOBTS. The Chaieman then read reports from the Overseer of Works, the Inspector of Nuisances, and Finance Committeej and the Public Works Committee, the two latter of which were received and adopted. ACCOUNTS PASSED. Accounts amounting to £122 8s lid, were passed for payment. Proposed by Cr. Jensskn, seconded by Cr. Ferguson— "That the sum of twenty pounds voted by the Council m aid of the Beading Boom be paid." Carried. Proposed by Cr. Jejtsseit, and seconded by Cr. Coujman — " That Cr. Eerguson be re-elected a member of the Public Beservea Committee." Carried. Proposed by Cr. Lraroir, seconded by Cr. Bob—" That Crs. Coleman, King, Ferguson, and Marsh be appointed a committee for the purpose of conducting the business, m connection with the Town Hall." Carried. The Ma yob stated that he had advertised for designs for the Square improvements, the plans of which were to be forwarded to the Council by the 14th October, and he thought it would be well to call a special meeting for that purpose. The . suggestion was agreed to, and the Council adjourned to a date to be hereafter named.
