LONDON, September 28. The British Government leaves to members of the Council of India and the Secretary of Stata for India, to initiate and carry out a line of policy m regard to dealing with the Ameer of Afghanistan. Popular opinion favors the English occupation of the Kyber Pass and Kandahar. It is officially d.nied at St. Petersburg that Russia is acting m complicity with the Ameer of Afghanistan.
