The minutes of last ordinary, and three •pedal, meetings were read and confirmed. FBBOIB OF I/BTTBBS. From the Thames County Council, with suggestions proposed for Municipal League. —The receipt of the letter to be acknowledged, but no action to be taken at present. From Messrs. Buller and' Lewis, acknowledging letter declining loan. From Mr Wilson, forwarding information respecting drain pipes. . From the Public Works office, replying to letter requesting the amount due on work at Manawatu Bridge. From the Treasury, Wellington, advising - that * sum of £35 had been paid to the «of the Borough Fund account, i Piers E. Warburton, Esq., drawingati to the dangerous state of the approaches to the Man&watu Bridge on the South side of theriver, and askingthe Council to take some action m the matter. — It was resolved that the unexpended balance of the money for the approaches to the bridge be devoted to hating the work done. From the Public Works office, expressing regret that there it no vote to provide funds for a road m the Fitzherbert Block. From the Bank of New Zealand, Palmerston, asking for further information with recard to the proposed loan of £600—Eeierred to the Public Eeserves Committee.' From Messrs. Lee, Erull, and others, Authorising the Council to fence their town sections— lt was resolved that the Council do not undertake any fencing, unless prepaid or a-guarantee received. Proposed by Cr. Linton, seconded by Cr. Boi : V That tenders be called for the erection of dividing fences for sections within, the Borough, such fences to consist of split palings or rails, instead of all sawn timber, M specified for front fences." Proposed Sy Or. WaIiTOH, .seconded by Cr. Maebh:— "Thatm the event of section pegs being|loit,"that a per-centage should be charged jbo owners of sections to cover expense of replacing same, where necessary, by B surveyor, prior to erection of fence." Cr. Linton wished to know if it were intended that, sections on* the main line of road, because there happened to be some bush upon them, should be exempt from the provisions. In main street, there was one section belonging to Mr Hare, which was unfenced, and he wished to know if it were one which would be exempt. ■ ' The Matoe said that as the bash was felled m the front portion, and as it faced a metal road, . there was no. reason why the owner should .not have to comply with the* regulations. With regard, however, to the land leading to Fitzherbert, he did not' think the 'Town Clerk was called upon to notify to the owners at present, for although there was a metalled road thereto, no good could be wrought by putting the fencing regulations into fence just now. In course of time, when things changed, the Town Clerk might bring the matterjbefore the Council, and then take his instructions from it. BEPOBTOF PUBLIC WOBKB COMMITTEE. Gentlemen,—- We,yourPublie Works Committee, have the honor to lay before you our report for the past month. Za response to the attached application from Messrs. Linton, Deard, and Marsh, we have instructed the Overseer of Works to proceed with the works applied for without delay, viz, the kerbing of certain portions of the footpath m Main-street, on condition that the applicants metal the; same. Cr. tTsKSSBir desired some information from the Town Clerk, as to whether the bye-laws with regard to hawker's and Other licenses/had been put into force. The Clerk said that he had issued one hawker's license, but that generally licenses had not been applied for. He would wish to have the opinion of the Council whether, m the issuing of licenses, they were to date from the day of issue, or from any specified time. Cr. JxsrssEN drew attention to the byelaw which had reference to, and was a guide m the matter. Proposed by Cr. Linton, seconded by Cr. Fbegtjsson:—" That steps be taken to-en-force the licensing of all carrying vehicles plying for hire within the Borough." darned. CBOSBING OVBB THB EAIIWAT. - ; Cr. Coieman drew attention to the want of a proper crossing over the railway line at the Square, leading down to Waldegrave's shop. He was of opinion that it wa» the dufrv of the Government to lay down a crossing that would be free from - clanger. . ~ '•'■■•; - : ■ ... Gr. Linton pointed out that the place for the proposed crossing was belonging to the Government, and if the Council wanted one put there, they should ask, and not demand it, as they could not do so as a matter of right. , Cr. Mabsh bore out the statement of . Cr. tinton, arid instanced that, when a similar demand had been made on a. former occasion, they were told point-blank that they could not have the' crossing. The Matoe said that although such was really the case, yet the petition had done some good, inasmuch as one had been put down at the goods-sheds. . Cr. Comma* proposed and Cr. Mabsh seconded, " That the Council apply to the proper authorities to have a crossing put over the railway, at the Station-master's house." TBNDBBS JOB XEABING BBSBEVEa. Several tenders were opened for leasing the various Borough "Reserves, but their consideration was referred to the Publio ■Reserves Committee. Cr. Jenssbv wished to know what was expected from the lessees m ihe way of improvements. The actual rent to be received was a: very. minor consideration to the improvemente to be effecte4.

Cr. Linton supposed the same regulations should be put m force as were adopted with regard to Education Eeserves, namely, a lease of fourteen years, the land to be cleared and set down*in grass, and buildings created. The Matob was of opinion that it would not be wise to iscue long leases. He thought fourteen years altogether too long. Seren yeara would be more like the thing, but then, if there were buildings erected, that term would be too short. .'.-,.... STBIKING A BATE. Proposed by Cr. Linton,' and seconded by Cr. Febgusson, "That a rate of one shilling m the £ be levied on all rateable property within the Borough as a general rate for the current year, to become due and payable fortwith. It was further resolved that Crs. Linton, Walton, and Coleman sign the rate-book." LIGHTING THE SQUABE. The Matob said he had one matter to bring forward, and he trusted councillors would hot think that lie was actuated by selfish motives m doing-so. He would ask the Council to have some lamp-heads erected at the corners of the Square. It should be admitted that, m the matter of improvements, they should start from a centre; and although it might be possibly urged that a similar concession was necessary m other parts of the town, the Square, hot only on account of its position, but also on account of the numberless man-holes which existed, made the erection of lamps a necessity. He thoqght the lamp-heads might : . be obtained for £% and the posts for 15s each, or at about £3 15s for each lamp, while the kerosene would not cost more than 6d per night. - . J Cr. Linton said that although he was not a "Square " man, he recognised the necessity pointed out by the Mayor, and would certainly advocate that the matter be taken m hand at once. All the Council appeared unanimous on the point, and Cr, Linton moved, and Cr. Mabsh seconded, That six lamps be procured at once for' the purpose of lighting thoroughfares near the Square.
