Saturday, April 6th, 1878. The usual monthly meeting of the. Manchester IJighways Board was held at the E. & C. Aid Corporation Qffics on the above date. ■ • WARDENS- PRESENT. Messrs. Halcombe (in the chair), Macarthur, Linton, Cummings,- and • Bailey. RESOLUTIONS. Eesolved, That a letter be written to the Colonial Secretary referring to the following resolution passed by the Mahawatu Highways Board, vis..—
the Chairman write to the Minis, ter of Public Worksand call his attention to the necessity of the construction of a road from the bridge at Palmerston along the south bank of the Manawatu river to the Gorge at the --Lower Perry, and point out the advantage to be gained by tho opening up of that district by such road; and thatj if such road be made, the necessity for an ex* pensive bridge at the Lower Ferry will be avoided for a time, and able saving effected, as the estimated cost of constructing the road, including bridges and: metal, is £siOop, whereas the estimated cost : of thV bridge is £10,000." That, . in referring to the foregoing resolution, which has in view the, withdrawal 'of ; the anticipated expenditure for bridging ithe Manawatu on the main road line within the Man* Chester Highways District, and apply- . ing it to the formation bf a road-line// along the south bank of the Manawatu, ' the Secretary of this Board is instructed to inform the Minister of Public Works that the bridge referred to, and the larger portion* of the proposed road, lie within the Manchester Highways District, that the Manchester Highways Board has nqt been consulted in the matter, and 'does jn<ol; assent to the arguments used bjn-ihe-Manawatu Highways Board as a reason; for urging the Government to make the* proposed exchange of expenditure; also,. that the bridge on the main road-line-referred to is the only uncompleted line in the communication between Wanganui and Napier, and is, therefore, f^ work Urgently required for the ptfblii i convenience ; further, that the applica^ tion to the Government made by theManawatu Highways Board is a direct interference with the functions of thi* Board. This Board also desires to point out to the Government that the* members of those ridings of the Mana~ watu County which would be injuriously affected by the proposed exchange wereabsent from the meeting of >tha Manawatu County Council when a resolutipi| endorsing the Manawatu Highways/ Board's] action in this. matter was assented to and forwarded to-the Governinent. ^-:" --■ ::,. ,/ : "•"'•■■ -\ "*" ' . Resolved, That the Clerk be ihstroc* ted to insert a notice m the local newspaper of the intention of the Board to make a rate of one shilling in the £ sterling on the annual value of all « rateable property in the Manchester Highways District for the period from the Ist of April, 1878, to tlic 31st March, 1879, the same to become payable on the 6th May, 1873, at the office of the Bosrd, Peilding;and,v also, that the rate-book will be open for inspection at the office of the Board, Peilding, on and after the 20th Apzil> fr6m 10 p'cloclf a.m. till 4 p.m. •-■ Resolved, That the Secretary be instructed to Write to the Chairman of the Manawatu Highways Board, representing the public, inconvenience re- ! suiting from the 'gates placed on themain road-line between Peilding ami Halcombe on Messrs. Swainson and; liethbridge's property, twb: of which gates are on the boundary between thetwo highway districts, and the rest ii> the Manawatu' Highways District, and asking the Manawatu Highways Board to assist this Board in having these gates removed. Eesolved, That the Engineer be instructed to spend £10 in diverting the creek near Corkery'sV ' . Eesolved, That the Engineer be instructed to give plans and estimates for bridge over Makino Creek in North st. Eesolved, That the Engineer call for tenders for work most required on the Cemetery Eoad, for an amount not exceeding an estimate 6f £30. - Resolved, That the r sum of four pounds be paid to Boots & Eichardson for work done on : Buburbanjroad.
