TO THE EDITOR. Sir,— Allow me to ask through themedium of your paper why the Manawatu Highways Board invite tenders for the formation of roads at a distancefrom Palmerston— in many instances m out of the way places .where there arebat'"few settlers, and consequently a., paucity of rates— and do not clear and form certain roads m the immediate neighbourhood of the town? Jam for instance a settler' on section 421 on the town boundary road. Bates have .beenpaid on my property fop the last four years, but the Board has done nothing towards the formation of this road. I have spent three months' labor upon-it» and have also cleared seven chains of" , bush, so as to make it possible to get to my section, but even with all this X aiii sure that when the winter sets, m X shall h'ot^be able to get to my land.
