TO THE EDITOR. Sib,— l was pleased to see jtour* suggestion that the £10,CHXV to-be-borrowed by Palmerston should bespent m the course :of .five years, and hot at orice, but that is not what I; wanted to write about. I wish ta draw your attention to " The Financial Arrangements Act, 1876, Amendment Act, 1877^'" which provides that m anycounty where no Road Board exists,, there shall be paid to. the Council twopounds (instead of one) for- every onepound of general rates received by such Council. The financial reason f of keeping up two local governments- has. thus been removed, and when we- takea broad view of the matter it would ap->. pear that the population, of the Countyis hardly large enough to- keep. up two. systems of local governjment— men, andi money. — I am, &c*
