WELLINGTON.
November 1 . The House met at 2.30 o'clock this afternoon. Mr. Stout- rose; not to speak to the : motion but' to raise a question of privilege of an urgent character. He re- * ferred to the last paragraph of the Governor's memo about calling Mr. 1 Wilson to the council, m which the motion pending m the House was alleged by the Governor 'fts a reason for refusing the advice of Ministers. He contended that this was a breach of privilege of the' House, as" the Crown was not supposed to know anything which took place m Parliament till it was constitutionally and properly communicated. If, because of a motion pending m .the House the Governor could refuse Ministers' advice, clearly no responsible Ministry existed, and the Governor was withou t a director. He cited authorities to show this. He moved that the reason assigned by tlie Governor for refusing Ministers' advice was not m accordance with the privileges of Parliament. Mr. Kolleston, without expressing any opinion on the. question at issue, thought the House should not .discuss it tillthe Crown was -properly represented m the .House.
Mr. Trovers said the question should be discussed irrespective of party. On the face of it, it seemed that the privileges of Parliament had been invaded ; but time . was required to loot up authorities. No doubt the Crown had no right to know what was going on m the House till officially informed. » After some, remarks from Mr Gisborne, an adjournement was agreed to. . /November 2. '; The privilege debate was resumed by 3M[r Travers, who, m a few wordsj moved for the appointment of acommitte, to search for!- 'precedents,, and report to the House oh Monday. The motion- was agreed to without comment. ' . ' ' On the main question, after a short discussion, an adjournment was agreed to, and the House rose at 3.15, adjourning till Monday. Tuesday. 1 . A forced vote was taken this afternoon soon after the House met on the no confidence motion; After a very disorderly scene, 69 votes were recorded on each side.
