MANACHESTER HIGHWAYS BOARD.
The ordinary monthly meeting of the Board was held at the E. & C. Aid Cor--1 poration>;office,,Feilding, on, Saturday, i the 3rd November, 1877. PBESENT. Messrs. A. F» Halcombe (chairman),Macarthur, Linton, and Bailey. MINUTES. * The minutes of the previous meeting were read and confirmed. LETTEBS. A letter was received from Mr Maysmor, tendering- his resignation as Warden for No. 1 Ward m the Manchester Highways Board. . S«3olved, That as there is an apparent difficulty with regard to the forthcoming election for No. 1 Ward, m consequence of " The Wellington Highways Act, 1874," giving qualification to voters under a valuation of the selling value of holdings, while Jthe Valuation List for the district, under "The Hating Act, 1876," gives a qualification under the leasehold valuation, the Board is of opinion that the presiding officer should be instructed to accept the leasehold valuation as" being 5 per cent, on the d selling value. A letter was received from the Provincial Auditor v acknowledging receipt of the accounts of the Board up to the 3lßt March last and "certifying them correct. ACCOUNTS PASBED: Richard Travina (contract), £1 9s ; E. and T. Ciaine and ' Christian (contract), £38 4<s ; Joughin and Harvey (contract), £16 ; the Engineer (commission), £18 8s; Wells, Sheeter, and Taylor (contract), £57 7s; J. Black* more (roadman), £8 2s; C. Neilsen (roadman), £7 4s ; P. Curreen (roadmau), £5 6s 6d ; the Engineer (commission),' £13 8s ; the Clerk (salary), £7 10s ; the Inspector of JN T usances (salary), £5 ; the' Bate Collector (commission), £f0 2s 2d. > - - TENDEHB. | Tenders received for metalling about 22 chains and sundry works m Manchester street: — Sniithson and Johnson, at £4 10s per chain — accepted. Bich- ' ard Bowler, at £4 12s per chain ; Hector J. Booth, at £4 155,; and William Murray, at £6'los— declined. - - ESTIMATE. An estimate was received from the Engineer for,. making- a portion of the Barigitawa Boad. <*>:- "MAINTENANCE OF BOAD9. Besolved, That m consequence of the extra cost of maintaining the roadsof the district, through the use of narrow wheels on> drays carrying heavy loads, the Colonial Secretary be re-' quested to proclaim the 84th clause of " The Highways Act,, 1874," to be m force m the Manchester Highway District, which provides that "it shall be lawful .for the Superintendent to proclaim the following clause to be m force m- any Highway on receiving an application from the Board of Wardens of a Highway District : — Whenever it shall appear to the satisfaction of any Highway Board-that the weight carried on vehicles having the breadth of their wheels of less than five inches requires to be restricted, the Board may -by notice posted m the district, or by advertisement inserted at least twice m some paper circulating m the 'district, give notice, that all such vehicles will be subject to a penalty of not less than one shilling per hundredweight or fractional part of a hundredweight so carried above the weight of one ton, five hundredweight on two wheels or,,jfcwo tons ten hundredweight on four wheels, and that such . penalty shall be recoverable 1 at the suit of the- collector, or other' ' agent appointed for that purposeby the , Board : Provided for the carrying into 1 operationof this clause the Board shall be empowered to take such steps as to them shall appear necessary for ascer- < taining the weight of any load, and no liability or damage shall accrue for any necessary delay m ascertaining the said weight.", . , Besolved, That the Board meet on - Saturday, the. Ist December, 1877.
