At the late meeting of the Borough Council, a motion was brought forward by one o£ the Councillors which if carried, would proljably have been found most beneficial m the. interests of this town. Attention was drawn to one of the clauses of the Municipal Act, which empowers the Council to call upon owners of property adjoining Amade roads to fence. Failing their doing so, the Council may erect* a fence and charge the owners with the expense of the same. This seems to us to be a just and fair proceeding, and one, which if carried out gradually, . would m the end benefit both property owners and the public generally. If we intend to go on with an. expenditure for the purpose of forming streets and footpaths, those expensive works, must be protected, which they can only be.- by fences alongside of them. At the present time arge unenclosed gaps are to be found alongside of our made footpaths and even m the square those gaps are- used as crossings, for stray horses and cattle and m too -many instances for dray traffic. Such proceedings entail a large amount of useless expenditure of the Borough fonds) ; and as the streets and footpaths extend, so will this kind of expenditure be increased until the Borough Council see fit to introduce the system above referred to. We might adduce many reasons ih favor of this view of the case such as the improvement such a system would, if carried out, work upon the appearance of the town m general; likewise the protection it would afford to property occupiers who are compelled to fence their sections m and who too' often suffer damage through the adjoining *■ land remaining unfenced. 'We would be sorry to see any measure introduced into the Borough, which would m any way retard the progress of the district, but we feel confident that this matter if prudently carried out would greatly benefit the Borough, and we doubt not the Council will at no distant date take the same view and act upon it.
