MANAWATU HIGHWAYS BORD.

A meeting of the above Board was held on. Monday, the Bth Oct., 1877. MEMBEBS PBESEBTT. Messrs. McNeil (Chairman), Farmer, McEwen.MePherson, md Davis. • The minutes of the preceding meeting were read and confirmed. I Inspector's Monthly Report was read and adopted^ . '■.'.■: COBfiMiPOITDBSCB. ■ The Chairman read the resignation of the Secretary and Inspector of Works, and- stated that he had communicated: tpith Mr Barton, with a view of enteririgiintd an arrangement with him, to&c.tafce charge of the Public Works throughout - the; district. Mr Barton waited on the Meeting, when it was arranged that he would undertake the' supervision of all the Works under the Board, at the rate of 7; per cent, on the ' gross expenditure i'ioi the year, commencing from date of this meeting. It was likewise arranged that Mr Linton should continue hw services as Secretary until the end of the present financial year, when other arrange^ ments to carry on the business", could tebre conveniently entered into by the Board. , . ■■■'.; Letter from Manchester Highways Board, with account enclosed for share of/ road clearing on Henderson's line, which is the dividing line between the Manchester and Manawatu Highways Districts. Resolved that the offer be accepted , Letter from Mr Walker /of llarere, requesting that, somethings might ;. be done towards improving the -road lead- . ing- towards i his property. : Mr McE wen requested permission to have: tenders called at once, for the forma- ■ tion of, 20 chains of this line, which was agreed to. : :-<■'■-' Letter '■ from Mr Swainson, Sandon, pointing out the -great - necessity of opening up that liiie; of road between .Feilding and Sandon, known as Hhe Cemetery line, and shewing that it can be done for a comparatively small sum and become a great benefitito "kll-the land owners'iri the back part of the district. Resolved that the Engineer visit the rrbad and call tendersiiior the necessary work as soon as possible. Letter from Mr Wilson, Sandon, asking for some improvemeiit on road leading to his residence, and suggesting that portions . formed sometime ago should be metalled this,- summer. Resolved that this wort receive attention at once. ;.;: Letter from Messrs. Lees, IJavies and others owning" property alongside Lees' line, asking, for some improve- I ments on that portion of the road, adjoining Feilding and Awahtiri road. I Resolved that the" Engineer visit this line and report at next meeting. Resolved ttiaCxSre Engineer visit and report with estimate of costs. .- MrDavies, Warden ; :for Otaki district, presented a numerously- signed petition from property dwneps, praying the Groverhment to proclaim that Ward a separate Highways district, and requesting the assistance of the Board m the matter. He further asked tha-t the Board should not take any steps toenforce payment of rates due on Otaki lor the current year, as theinhabitants had no roads upon which to expend the moHey; After considerable, discussion', it was agreed that the Board was bound to collect the. rates' due for the current year, but at the .. same time the- various.; mpidbeES' sya*'

pathised with the- ratepayers under the circumstances and would do anything m their power to assist them m getting the separation asked for m the petition, It was further arranged that a separate account be kept, shewing the payments from Otaki, the full amount of which shall be handed over to the new Board, less the fair share chargeable foi* working expenses until such time as separation takes place. Mr Davies requested the' Board to communicate with the Colonial Secretary bii'fcne- subject of the proposed separation, Which was agreed to. '■' ' : '"' ■■'■■■ The Collector's accounts, which had been audited, were laid before the meet* ing. The sheet shewed that the sum of £1368 15s lid' had be/ejn collected between the 30th August 1876 and the 11th of September 1877, and that that am. 'ijut had been duly paid into the Bank. The annual statement of accounts for each Ward, was then examined and ac* cepted. The Secretary was instructed to write to, the District Engineer and get Ms .sanction for the removal of the. Bridge across the AwajPuni outlet to Mr McEwen's" formation. Warden McEwen gave notice, that it was his intention to undertake the following works m his Ward : — Clearing and stumping 30 chains on McEWen'sline;, .
