Now, there is. after all a point involved m this railway scherae: When the scheme was introduced at a meeting held at Sandon some nine months or so ago, and when many of = the settlers stood boldly up m objection to it, it occasioned great- indignation amongst the more zealous railway advocates. Of course I refer to the special rate question. One gentleman at , that, meeting read an estimate of expenditure and proceeds, m which he took the item of special rate into prbminerit consideration. However, wlien' it was ; found out that strong exception was taken to ' that item, tactics were immediately changed, and the idea of a special rate was just as disavowed. , ■ When the County Council elections came on, the special rate question was strongly brought uiider the 'notice of the candidates, who then disclaimed any inten-j tion./ of advocating- it. ■ Had they staunchly stood by ;the prniciple, and stuck' to their cohvietions, Ido not hesitate to say neither of those gentlemen have been elected. It comes to light how that, after all disavowals, special. rate was, and is found to be indisperisable to the railway construction. But these gentlemen were so anxious to be ''returned, that this fact had to be masked at all hazards; arid now this guarantee of ■ two per cent, for; five years : will all extra rate andresppnsibility- cease.; at the expiration of that time ? I doubt it. I refrain from comment on the seemingly advantageous prpposals, of Mr. , pampbell.
