In the " New Zealand Gazette " of the 12th inst. appears the Proclamation of « the Governor, constituting Palmerston North a Borough' under -" The Municipal Corporations Act, 1876." . On and after the 12th day of July, 1877, Palmerston North bears the name of the Borough of Palmerston North, with boundaries as follow :—' • " Bounded towards the North-east by a straight line being the north-eastern boundaries of Sections Nos. 389 and 420 and a straight line joining the said north-eastern boundaries 12550 .links ; towards the East and South-east by the Manawatu River 36400 links, and by Section No. 371, 177 links ; towards the South-west by Fections- Nos. 371, 372, 373, and 374, 6250 links, and by Section No. 370; 3000 links, and by Section No. 350, and across a public road, 8200 links ; and towards the North-west by a public road, being the north-western boundary of Section No. 558, 177 links, and by a public road 27300 links ►" Under the head of "Arrangements for First Elections," we quote the Eollowing :— "His Excellency the Governor has been pleased to appoint Robert North Keeling to be Town Clerk of the Borough, of Palmerston North, and also Returning Officer to hold the fL'st election of Mayor, Councillors, and Auditors of the said borough. Also, to appoint Monday, the 6th. day of August, for the election of Mayor ; and Wednesday, the ' Bth day of, August, for the election of Councillors ; and Friday, the 10th day of August, for the election of Auditors of. the said borough. Also, to appoint Monday, the 13th day of August, at noon, for the first meeting of the Council of the said borough, and the Resident Magistrate's Court, at Palmerston North, to be the place of such meet-
