The minutes of the previous meeting were read confirmed. , Resolved,— That m the opinion of this Board, an acreage fate would be a fairer system of rating, property iv highway districts than the present system of rating. Resolved,— " That this Board is of opinion that tie statements <c:mtained m the resolution passed by the Manawatu County Council . at its last meeting relative to the movement for . separating the Manchester and Kiwi tea Ridings from the Manavratu County are contrary to fact, in;uhat, Firstly, the funds were not fairly, apportioned to the needs of each riding, aud |;hat the ( Riding of Manchester, so far from having its full share, not receive one third of the .amount it was •entitled to from its contribution to the general revenue. Secondly, that the , statement as to the cheaper conduct of the county business upon unity is also incorrect, as the board can. see its way to ■co-operating with the Council of the proposed new county ., and to reducing thereby the proportionate outlay of both bodies fdr working expenses — co-opera- ■ tion which the County Council has found, it impossible to effect with the local bodies of the county; and this board also affirms that the proposed county of ,Kiwitea, with its area of half a million acres, its ratepayers to the number of 500^ and its annual rateable value of £19,000, can expend its revenues more cheaply and more to the advantage of the ratepayers when separated, - than when forming part of a county to which it contributes more than one-third of the ■ revenue^ with, a representation of two in A a council of nine, and having to suffer the attendant, consequence of seeing the revenue diverted to the 'smaller districts of the majority m the Council. . A n application was presented to. the Board from Messrs Cameron and.Co.j for an extension of time for the completion of their contract. Resolved— Thatt]ie Clerk beinstructed to write to Messrs Cameron and .Co., to inform them that no extension of time - will be granted to them' for the completion of their contract. Resolved,— That the Engineer be instructed to report upon the cost.of form^ ing a road from Stanway road to the Public School-house, at Halcombe. Resolved,— That it is the intention of the' ( . Board to make a ■ rate of one shilling m. the £ for the year ending i 31st of March, 1878, to become payable on the Ist June, 1877, and that the Chairman notify the intention of the Board as soon as the valuation lists shall have been copied into the rate book. Resolved,— That Mr William Anderson be appointed Inspector of Nuisances for the" Manchester Highway District ' at a salary of £20 per annum. . Resolvedy^That the/ Chairman be authorized to take such measures as may seem to him desirable oni behalf of the Boar/1 for the purpose of carrying out the provisions of " The Public ; Health Actj 1876."
