European concert. It favors the desire of Montenegro for the rectification of the frontier. It invites the Porte to reduce its army to a peace footing. It recognises Turkey's promise of reform, and hopes for its energetic execution. If the Porte disappoint . the other Powers, they will then consider the best means for securing the well-being of the Christians and the general peace of Europe. ■ ' The Porte is displeased with the protocol, and will probable refuse to disarm. Montenegro maintains her demands'. Great uncertainty is felt as to the course events will take. ' Wool is.' inactive. Money easier. Wheat strong; stocks reduced; New Zealand, fifty-three to fifty-six. Tallow weak— Australian mutton, thirty-nine to forfcy-one ; beef, thirty-eight to thirfcynine. Wai* is regarded as inevitable., Turkey's despatch to powers specially rejects addition made by' Shovelloff to protocol, and refers interference with her international affairs, and only consents to send an envoy to discuss the propriety of disarmings provided Russia disarms. Turkish Gfi^nibers reject the demand of Montenegro. .
