February 12. Peace negotiations between the Porte and Servia are resumed: February 13. Notice of motion lias been given by Mr Gladstone for Friday, asking how the Government understand the treaty engagements, m view of the despatch of Lord Derby to Sir H. Elliott on the stk September, stating that m the case of a war between Kussia and Turkey, Eng- ' land would not defend the latter power.
