BLOW FOR JAPAN.
Received September 27, 12 noon. WASHINGTON, Sept. 26. President Roosevelt has banned all e-xports of iron and steel scrap, except to the Western Hemisphere and to Britain, to become effective on October 15. Since July 26 exports of heavy melting scrap have been subject to export licenses. Now the system is applicable to all 75 types of iron and steel scrap, of which only thirteen varieties are exported. ■ President Roosevelt’s ban on iron and steel scrap is obviously aimed at Japan, which will be the importer most affected. It is known the President .and his advisers were considering action against Japan in accordance with British and American plans.
